"toward a new politics of intellectual properties" by pamela samuelson, university of california at berkley.
the traditional copyrights no longer work because today, everybody has access to copyrighted material and can easily make copies thereof. new copyright laws are needed. pamela encouraged the attendees to watch carefully what is going on in the copyright area. the big content owning companies try hard to introduce new laws and techniques to protect their intellectual properties, to prevent people from having unrestricted access to content or make copies.

- review the W3C specifications
- produces requirements statements and review comments
- assist other working groups
- track development of some web technologies outside W3C

guidelines working group:
- the Web content accessibility guidelines describe how to make accessible web sites

internationalization:
Q: why stands "I18N" for internationalization ?
A: the word "internationalization" starts with the letter "i", followed by 18 letters, followed by the letter "n"main goal: making it easy to use W3C technologies world wide with different languages, scripts and cultures.
activities:
- translations of W3C documents to other languages
- reviews
- architectural work: character model
- internationalization of identifiers
- internationalized resource identifiers (IRI)
- validators need to take character encoding into account
future work:
- guidelines, best practices
- internationalization and web services

QA work:

voice and multimodal interaction:
the Web started as a visual medium with HTML and images. aural style sheets made it possible to style HTML for rendering speech.
voice browser working group:
- VoiceXML V2.0 specifications are in last call
- speech grammar specifications are about to enter candidate recommendations
- VoiceXML is being developed by wireless and wireline operators
- users dialup to connect to a voice browser running a VoiceXML interpreter, this in turn contacts a Web server to request corresponding VoiceXML, speech grammar and audio prompts
- VoiceXML offers navigation links and form filling with speech recognition and DTMF (touch tone) for input
- non-uniform unit concatenative speech synthesis is much better and is based on splicing together varying length fragments of recorded human speech
multimodal interaction:
- allow people to choose when they use their eyes hands, ears and mouth
- speaking is much easier than thumbing in text, but is not always an option due to a noisy environment, disabilities etc.
multimodal working group:
- started in voice browsing working group
- W3C's response to various proposals from Microsoft, IBM, Motorola, Opera, Intel etc for extensions to HTML for voice

CC/PP:
composite capabilities / preferences profile
goal: optimize/customize contents automatically according to the capabilities of the device and/or user.
- a profile framework to describe device capabilities and context
- minimize the number of transactions in server based content negotiation
- default settings which can be overridden
- profile may be stored on a proxy server e.g. in RDF
- specifications should become candidate recommendations soon

XForms V1.0:
HTML forms are a huge success and the basis of e-commerce.
- separation of content from presentation by putting details of the data in the head of the document (binding through XPath)
- strong typing, more checking on the client (optional use of inline or external schema)
- reduced scripting through calculations
- structured data with XML submission
- internationalization (better support for character encoding)
- accessibility (purpose-oriented form controls not bound to one particular presentation)
- device independence
- XML events are XML markup binding to DOM 2 events
- the XForm processing model is defined in terms of events
- XForm is not a stand-alone document format, it needs a host language such as XHTML, SVG etc.
- status: should become a candidate recommendation this summer

Q: what is the relation between W3C and other standard organization ?
A: there are formal relationships with other organizations, such as IANA, ISO
Q: what is the full potential of the web ?
A: the "things" that were on the list in 1994 (HTML, HTTP) are basically done - at least to some extend - but there are new challenges (semantic web, Voice, accessibility) that are still at the advent, so the W3C is not yet done and there is still a lot to do ...
Q: we need a solution to the micropayment issue !
A: there is not enough pressure or interest from the public, therefore the W3C stopped its activities in that area.
Q: is the W3C involved in the certification of implementation against the W3C specifications ?
A: the W3C does currently not provide validation services, but it tries to provide test suites.
the usual awards were presented to best poster, best presentation etc.
the next conference will be held in budapest, hungary, 20-24 may 2003, see www2003.org.
